As of 1 April 2026, the Welsh Government introduced a new NHS contract. The previous band system (Band 1, 2, 3) has been replaced, focusing instead on care packages and individual needs, with free treatment remaining for children, pregnant women, and those on specific benefits.
Under the new system in Wales, you do not just pay for the highest band as you did previously. Instead, your total bill is calculated by adding up the costs of each specific care package required for your dental needs, up to a maximum limit of £384.
A new patient assessment includes a full clinical health assessment, including soft tissue examination and X‑rays where appropriate.
It also includes preventative care such as:
Based on recall interval to NICE guidance, (contains the same as New Patient exam)
Includes fillings, temporary crowns, Hall crowns and extractions for up to a total of 4 teeth.
Includes the same treatments as the simple restorative package but for between 5 and 8 teeth.
To include plaque score, oral hygiene instruction, 6-point pocket chart, removal of plaque retentive factors and pocket debridement. (capped at 2 packages per year).
Includes upper and lower dentures.
Laboratory charges are not included and must be paid separately unless you are exempt from NHS dental charges.
For new dentures any easing or adjustments are covered free of charge for 2 years. On immediate dentures this is only 2 months.
Lost dentures are not covered under the 2-year warranty.
For patients with extensive tooth decay (7 or more affected teeth).
Includes extractions, preventative care, restorations, and support for gum disease
Root canal treatment for up to two front teeth and includes permanent restoration.
Root canal treatment for up to two premolar or back teeth and includes permanent restoration.
Up to 3 units for a bridge and up to 2 permanent crowns.
Temporary restorations and laboratory charges are not included and must be paid separately unless you are exempt from NHS charges.
Urgent dental care includes an oral health assessment and treatment to relieve pain or prevent significant worsening of the presenting issue.
Where appropriate, urgent care should provide a long‑term solution and may include permanent treatment, such as restorations, with your consent. You may be referred onwards if further care is needed.
For treatments that fall outside other care packages or outside the guarantee period. This may include:
